It doesn't look like a neon sign to me, but something partly obscured by a hill would explain why: 1) The orientation never changes. 2) The back(bottom) part of the object appears to be constantly obscured by something with a consistent shape. I also find it strange that the object is illuminated by moonlight, yet no stars are visible in any of the shots.
