You're right, 14% is _not_ their average efficiency. Their present average is 9

But what matters ultimately for solar power plants is $/W, not efficiency, for 
example the 250MW plant Southern California Edison is presently deploying seems 
to be only 4% efficient, see:

Note that 14% is the *best* they have achieved. It would be interesting to know
what the average is.
