I would call it more than significant. What other explanation can there be?

You have a gas - which under various different and reliable tests shows up as 
pure hydrogen, yet that gas can be condensed at LN temps. How does the skeptic 
counter that? 

Even if they say "previously unknown allotrope of hydrogen" - hey, that alone 
is earthshaking, a Nobel class of discovery -- and as I suggested in the 
previous posting: is worth billions to NASA in the form of savings from 
collecting hydrogen in orbit and condensing it there instead of shuttling it up 
 - since the average temperature in space (shaded from Sol) is already lower 
than LN temps.

Why doesn't Mills get samples off to prestigious labs?

... this could be as close to the 'nail in the coffin' of irrational skepticism 
as he can get - short of a public demonstration of a self-powering unit.

Seems like a missed opportunity to me....
