The goverment, including Obama [I voted for him] and Schwartzenegger are 
living a fantasy. So long as hydrocarbons are the ultimate fuel, whether in 
an automobile or in a utility power plant, [weight x miles driven] will 
produce CO2 and other oxides. Utilities love electric cars because they 
utilize unused capacity at night, but they still burn fuel.

Exceptions are few:
Nuclear [someday LENR]
Stored wind and solar
Hydroelectric
Blacklight Power
BLP is making firm steps toward commercialization. Stay tuned.
