I'm not sure since english is probably not your native language, but are you saying that provisional patents are no longer accepted by the Patent Office? In the U.S., they sure as hell are... after doing software for 25yrs, I took a promotion and became the Intellectual Property Liaison for the Systems R&D Dept., and I know that our patent attorneys have filed several provisional patents in the last 12 months.
