If you happen to be approaching not far behind the initial cause, then this gives the "jam" a chance to correct itself before you arrive, and the "explosive wave" stops with you. As the cars ahead of you begin to speed up again, you can too, without ever having come to a complete stop. This behaviour tends to even out the speed of traffic, and thus smoothes the flow.
