Kyle, just a thought.
About the voltage to charge the cap the following things could be used to do
so smoothly and easily/cheaply:

Capacitors of a greater value (for one shot attempts)
A number of 9v batteries in series

I do like your idea about the HV to trigger it and a more minimal voltage to
keep it open, have you seen the water arc stuff done with just such a setup
over at overunity.com etc? A battery in parallel with an autoignition coil
plus a HV diode of course on the battery.

Hmm, maybe a battery (big lead acid) can be used to keep it open too, so
then it's just establishing the arc which can be done with an autoignotion
coil, wait, didn't you already suggest something like that?

But is 12v enough to keep it open? Or is it too much?
