This is true only so long as no current is flowing through the liquid. Just as in the case of a wire, if there's current flowing in a conducting liquid, then there's an electric field in the liquid, as well. (Otherwise, what do you think makes the ions move?) It's a common *approximation* to say there's no E field in a conductor but it's not generally true, save in electrostatics. My general impression is that electrolytic cells used in CF experiments do indeed have a current flowing through them. Therefore there is also an electric field present throughout the region of the electrolyte between the electrodes. :-) If the experiments were done with a superconducting electrolyte the story would be different, of course.
