This sound to me a lot like the Casimir Explanation for Sono-luminescence which might provide a mechanism for enhancing the Infinite Energy Deal.

The Casimir cavities in Rayney nickel can also occur in a conductive gas where nonconductive regions form like bubbles meeting Casimir geometry. These cavities when pressurized by a mechanical piston equate to the cavitation claims associated with the “Riggs” water hammer. It provides the abrupt changes in Casimir force to any monatomic gases trapped in these non conductive regions. The resulting runaway heat has a couple built in safety mechanisms compared to Rayney nickel, for one the cavities are transitory so there is no permanent cavity to destroy, and, two the piston allows the plasma and combustible portion of gas to expand and cool. The energy contribution of the plasma would have to far exceed the combustion energy to split the water back into hydrogen and oxygen to close loop the process. I imagine some sort of cross between a “star in a jar”, HHO kit and a combustion engine. It may turn out this method is the easiest to implement using off the shelf components to tap the BLP process.
