The boron carbide slurry I suggested is an incredibly bad idea! The high melting temperature is indeed useful, but carbon is a moderator - just what is *not* needed.

A high boric acid content slurry, possibly using gravel, or even sand, as has been reported planned, should indeed be sufficient to hold things in place even if the cladding disintegrates. This would allow later dismantling of the material, as was done at Three Mile Island. A high boric acid concrete would also clearly work to hold things in place, but would be a more permanent end, and would preclude further cooling.
