Nope. All you have to know is how dry the steam is, what the temperature is, and what the total mass of the steam is. You can derive the steam flow rate from that.
It is rather difficult to measure a gas flow rate accurately. At least, I have difficulty doing it. It is expensive. Mizuno has a high precision gas flow meter contributed to him by a corporate sponsor that looks like it costs a fortune.
