No we do not need to assume anything. All what is needed is just to observe that boiler system is stable, and we get always steam with temperature exactly at boiling point of local pressure. If this is not the case, then we do not have steam at all and temperature is something below boiling or cooling is insufficient and temperature rises well above boiling and again is not stable. There is absolutely nothing in between, but either system is in the stable equilibrium at boiling point or it is not not. And if it is not, then it is very easy to observe. - Jouni
