Mist does not contribute for the pressure and hence the temperature of boiling water and steam. Therefore mist or overflown water is not necessary to measure. Because amount of mist/overflown water is just the difference of weight of the steam and total weight of water. And what comes to the "wet steam" issue that all water boilers produces 1-2% wet steam.
