"I'm going to do X" can, rather sloppily, be called a "commitment to do

Did he give a check to some charitable organization, and did this
check bounce? I'm not aware of any public or private commitments. He
has talked about giving money to charity. Many people talk about that
and never do it. Many people talk about taking a Caribbean cruise and
never do it.
You can defend his honesty until you're blue in the face, Jed, but
frankly, your explanations for Rossi's statements are not always
terribly convincing.
That is an absurd statement. It is totally contrary to the facts. I
have never defended Rossi's "honesty."

Granted that's not a blanket defense but it certainly can be applied to
lots of specific details.
I'm not going to go through the archives to find all the old arguments
about steam quality, isotope shifts, and other issues where you defended
him.
On the contrary, I have pointed out again and again that he blusters
and makes ridiculous statements completely contrary to the facts.
I make no explanations for his statements because the statements are
often preposterous. I pointed out again and again that he changed his
tune about his arrangements with Defkalion three times in two weeks.
He went from agreeing they have the technology, to saying they do not
have any cores, and then back to saying yes they do have the
technology and this is only a dispute about financial arrangements.
What I'm saying here is that Rossi can say whatever he likes about
what he will do with his own money. He can change his mind five times
a day about that subject. It is none of your business, or mine, or
anyone else's.
I see no point in speculating about people's private lives.
