It seems that a patent was granted in US and it was not revoked. It doesn't seem a perpetual motion engine Reading with more attention, it just seems this is a generator with higher efficiency. That is, where a normal does, say, 1MW, this will output like 10% - 50% more. It doesn't state the input. I think this machine is not a big deal.
