Maybe there will be an English translation. In the meantime, can anyone tell me if Kullander addresses the superb concerns and excellent measurement methods proposed by Grabowski et al (US Naval Research Laboratory) here?

In particular, the difficulties involved in using heat of evaporation of water to measure enthalpy and the high possibility of errors with that method are discussed in detail. It seems as if Rossi has completely ignored this very clear and readable, well illustrated and well written document. Maybe Kullander has also. I can't tell from the Kullander paper. I can't get past the language barrier yet -- it would take some work to copy and paste enough to Google translate and that might or might not be understandable.
