Hi,
This could be
1) A x-ray tube, and the hydrogen is atomized by x-rays.
I don't know how small X-ray tubes go but that's hard to imagine for
the small E-cats. If you allow for a path for coolant, they barely
seemed to have room for the catalyst. And then remember, the stranger
outer heater could only heat the coolant! What was that about?
Now, then take this idea with the Lenard tube as my original Cold Fusion
idea.
Possibly it is not necessary to bring all the material to very high
temperatures, it could be enough, to bring individual atoms to high
speed (aka temperature), when electrons are shot at them.
This idea is hereby put into the public domain and cannot been patented.

But beware, without proper shielding this is dangerous!
