Possibly it is a little bit large.
I think more about accelerated electrons than about x-rays.
It could be something as simple as a spark gap. Remember, there is another device that makes D-D Fusion with pyroelectric crystals in a low pressure deuterium athmosphere.
This is hot fusion.

In high pressure 20 bar, there is much more voltage possible before sparks discharge and the electron energy could be higher than in low pressure.

You are familiar with the Hagelstein, et al hypothesis for coupled phonons?

This concept has pretty much been the default for LENR deuterium fusion -
for answering your question - for some time; and derives from the work
Preparata...  including major input from Chubb, Kim, Storms and Swartz and
others. It does not fit well to explaining Rossi, however.

There should be lots of information on the LENR/CANR site. Perhaps Jed will
suggest the best written paper.
