In don't agree.
from the point of view of CF experiments that Rossi was aware of, it is
real facts.
Rossi, like Edison try to use (neglected but established) science to try to
discover something useful for humankind (I think he have that ambition
since the beginning).

this lead him to try to make fuel from garbage, by well known thermal
treatments.
He simply was too optimistic to take care of contamination problems... the
industrialization details, green politic and mafia kill his company.
Then he try to play with existing thermoelectric generator technology, to
make it better in lab, but fail the industrialization once again.
then he start to take interest in Ni+H LENR, find a way to use it, and once
again have problem of industrialization...

I see him as a stone-head inventor (the kind that get burn for heresy, and
discover America, relativity or planes), with weak industrialization
competence.

the guy of defkalion behave like a gang of engineer that have read
scientific papers, and try to transform Grandma boiled chicken recipe,
into an industrial boiled chicken can factory, certified for schools and
hospitals.

Let me say you that engineer, if you give them a working book of sorcery,
could make unbelievable boring useful things, like safe airlines with
dragons, hell warmed home heating, or flying cities with network of
brushrooms (including backup sustentation and emergency landing procedures).
Just play role-playing games with young engineer, and you will understand
how we have a distorted agnostic practical brain.
