As Peter Heckert and others observed, simply locating the T out thermocouple downstream and out of the heat exchanger area by at least a few inches, or inside a T fitting downstream so it would be in the water would have solved that particular measurement issue. Rossi didn't do it and I don't recall complaints from any of the observers you are relying on for credibility.
