The parallel with the claims of E-cat testing at U of B is irresistible (to me, anyway). I'd love to see Rossi's original proposal to DOD but I do not know if that is available. And it's not worth a whole lot of work. Rossi's track record as a respecter of truth is already well established and it's dismal.
