Yes, it would. I think that GPS navigation systems would suffice to prevent collisions but maybe not. You would not want them near Atlanta or L.A. where we have lots of air traffic. Barrage balloons were effective during WWII because of the danger of running into the cables, not the balloons themselves. They entangled and crashed several German airplanes and also V1 bombs. I do not know how many Allied aircraft they destroyed. The main purpose was to force the German pilots to fly higher, to make strafing and precision bombing more difficult. - Jed
