Hasn't Prof. Graneau identified arc explosions in water as overunity? That a turbine should be engineered to take advantage of the effect as free energy?
Papp did mention water vapor in his engine patent, if I recall correctly. The Russians did a lot of work on the Electrohydraulic effect back in the '70's that was utterly ignored, as well.
