I did not say that as clearly as I meant to -- it is this latter observable
(high power densities) that I have yet to see correlated with low radiation
levels in the absence of shielding (water, metal or glass housing, thick
substrate, etc.).  If it could be shown that high power densities can be
obtained in open air without dangerous levels of x-rays, that would clear
away any concerns about commoditization.
