I think the 1989 fiasco had many causes, including paradigm change and the
others you listed, but bad communication also played a role. Ed Storms has
said this, and I think he has a point.

It was more difficult to communicate scientific information in 1989.
Scientific journals are slow to be published and page limitations make them
inadequate to the task. The Internet as we know it hardly existed. Fax
machines were used instead. The Internet is far superior to them. I think
LENR-CANR and other websites demonstrate this.

The NSF held an important conference in October 1989. The proceedings are
here. They include transcripts of discussions:

These proceedings were kept confidential for many years. I think Ed said
that is because the participants did not want to be hassled. I get that,
but I wish this had been made public because it put to rest many important
questions that dogged the field in the early years. I consider this a
failure of communication.

I do not think the people who made this video are members of the academic
community. They strike me as nitwits who know nothing about experimental
science.
