X-rays and gamma rays are, in general, not "activating", I.E. no radioactive species would be created by prolonged exposure to these photons. That doesn't mean that LENR cannot create radioactive elements - it may well prove to do so (for example tritium). However, the process for this to occur is not gamma absorption.
Activation normally comes from the neutrons absorbed which happens quite a bit in normal HOT fusion reactions (neutron emission is a primary channel it is the absorption of those neutrons in the blanket and apparatus that delivers all of the heat). Because HOT fusion DOES activate its reactor components, it is not such a green reaction. Only, in the case of materials activated via fusion neutron absorption, the half life is hundreds of years, not thousands of years like the waste from fission reactors.
