Note that Mills use of the term "hole" may be a little confusing. Most people use the term "sink" to describe this. IOW Mills "energy hole" is just an energy sink, i.e. something that accepts the requisite amount of energy (preferably resonantly, i.e. has an internal resonance at some multiple of the frequency of a 27.2 eV photon).
