A requirement like this gives one the impression that its main function is to signal to outside stakeholders that program managers are taking their responsibility for keeping nuclear warheads safe and under competent care, but without really achieving this. Going through the motions of taking an unnecessary exam each month must foster a culture in which rules are not taken seriously because many of them are silly. The UI for a missile launch should not be more complex than one for sending an email. I would guess that it is in the verification of quorum that misfires are most effectively avoided, not some fancy UI workflow. Eric
