This might very well be the case. They needed time enough for the technology to be reliably demonstrated under critical eyes. So they wait for the 3rd party test report, then announce that they will demo to the patent office per USPTO's stated position. This will create buzz, just like what happened when the Wright brothers demo'd their devices to crowds that were highly skeptical (at first), and it became a huge media event.
