I also do not know why lilo work but grub doesn't. But it is based on my experience and some reported problems. See this thread:

I have a usb cardreader, which could also have caused some disturbances and the darn usb automounting of my xfce desktop. I had less strange output during format-cf.sh using in console-only mode than in xfce, but grub didn't work as well. I checked too, if the partition was set bootable, and it was. Strange... My system is lenny (testing), could it be that it only works with etch?

I hope that the rest will work as well and hope voyage will be growing further.

    If you can't get the grub prompt, you can try the lilo as a
    bootloader and see if it works.  This sometimes happens if you are
    running voyage.update on a non-Debian host for installing to CF.
