I also do not know why lilo work but grub doesn't. But it is based on
my experience and some reported problems. See this thread:

partition was set bootable, and it was. Strange... My system is lenny
(testing), could it be that it only works with etch?
I hope that the rest will work as well and hope voyage will be growing

If you can't get the grub prompt, you can try the lilo as a
bootloader and see if it works. This sometimes happens if you are
running voyage.update on a non-Debian host for installing to CF.
