No, I'm afraid it's pretty much taken for granted that they
are crap, useless tags which nobody in their right mind would
ever want to or need to use ever again.
By virtue of Javascript and CSS and the W3C DOM, it is
possible to emulate a marquee using the string gadget, and
emulate a blink by setting a timeout and changing the
Stylesheet of the <SPAN>ned text so that the colour
goes from transparent to coloured..

Show me 5 sites that use MARQUEE or BLINK, then. Now prioritise
implementation of those tags, however "easy"..

BGSOUND is also a lame-ass tag which is annoying to the
extremes. There's nothing worse than browsing the 'net and
having some IDIOT attach a 4Mb wave file to the page, or
the most infuriating pinky-plonky MIDI file, and have you
fiddle with all your browser settings to never have it
happen ever again..
