Not sure, and not sure how to check for clashes, but I did follow the setup

On the Network tab,
Security Associations,
Established - 0,
Expired - 0,
Failed - 2
Tunnel comes up just fine.

Are there any subnet or routing clashes? Both sides need to route packets
into the tunnel.

Hi Thor,
If you generate a debug trace for us, we can determine if there's a
subnet clash or not. It may also tell us why the security associations
are failing. See this page for generating a log:
https://www.shrew.net/support/VPN_Bug_Report_Windows
You may also want to provide us with the Netgear logs, that will
probably also provide some information as to why the SAs are failing.
