in the new 2.3.5 version the stylesheet is called vpop.css . And it is definitely installed in <web server root>/vqadmin (which isn't necessarily /var/www, my mistake). In previous versions of vqadmin, the stylesheet was called vqadmin.css. The style sheet is not referenced from cgi-bin/vqadmin/html....although a copy of the css may be in there.
