I'm running the actual conversion processon Windows XP SP 2. No, the
VSS repository doesn't have that checked because we can look at the
repository and get older revisions of files.

This sounds, that for some reason, the converter (ssphys) can not apply
the reverse deltas on the last tip revision.
Do you have any pair of physical file, that you can let my for
analysing? for example a completly useless file, that has a history, but
that shows this problematic behavoir?
You can run ss physical on the item path. This will get you the physical
name.
