TK is the sister component to TCL that provides GUI capabilities. If you want to create a GUI app you'll have to use TK and may want to look into extensions to it such as iWidgets or bWidgets, etc. Check out the Active Tcl site for a download that includes most if not all of what you'd want.
 
Vtcl is a GUI builder tool. I do not know the complete history of the tool, other than it was created by a number of very talented people. It a stable and a much more effective way to build a GUI application.
