Perhaps you could find out who the owners of the nearby land is 
and see if you can make a case for them to continue letting you 
use the road and fishing there... Some landowners can be 
sympathetic to flyfishermen...

The stuff is public domain I think, but I'm not sure where you'd go to 
find the information.  I'm sure somebody knows.
