well, i'd wait to choose until it gets much closer towards trip time.
rain can easily make them all unfishable, with the hoh and the queets
being the first to go out and last to come back in. it also depends on
what types of water you want to fish and what techniques you prefer. if
you prefer swinging flies on broad runs, the hoh and the queets are the
best bet. while the other rivers do offer this type of fishing, a lot
of the water is hard to approach swinging a fly. also, the hoh and the
queets have the best access for wading fishermen compared.
secondly, the regs may help you choose. the hoh and sol duc both have
c&r sections on them... while the queets is open to harvest and bait
through the entire fishable stretch (it's c&r above the campground but
the river is usually too high to cross). don't have the reg book handy
so i'm not sure about the clearwater but i think there's a c&r section
up high in it.
it's gonna be an interesting year on the peninsula with the closures on
the puget sound rivers. hopefully, the state puts a few more wardens in
the area... and hopefully the park service does the same on the queets.
