9,000 cfs is about the highest "fishable" flow in my experience.  On the other extreme it seemed like there were a lot of ~2,000 cfs days last winter/spring, yet it I never found it to "boney" to navigate.
Note that the long term average flows for this time of year range in the 4-5,000 cfs flows.
