Well, if mail is sent from a PC there is no resource fork to transfer,
nor any Mac metadata. The Mac must figure out what the file type is
based on the supplied MIME type, and alas many mail clients give bogus
MIME types. This works because Outlook and Outlook Express for Windows
ignore the MIME type and use the file extension, so people think their
mail client works when it's actually broken ... and never fix it.
*sigh*.

In my experience there's just not much to be done about it. Too much
broken mail software out there, and some folks (like Microsoft) don't
seem to be in a hurry to fix theirs, either.
