It depends what quality, speed etc that you wish to achieve .

Follow links from here for the specs for the Epson 3490 scanner  :

There are other makers and the Epson is meant only as a reference .

Look for dpi choices, method of scan , type of light ,
does it do negatives ( need high dpi for small negative  eg 35mm )
does it have a holder for negative , what is minimum length of Neg strip
and so on .

You don't have to spend $1000 for this , but $200 or $300
will make you a lot more flexible than the $100 version
