In answer to your question about the graphics card being sufficient, I think
you may need more technical advice, but it sounds like it would be fine if
it runs a G4 laptop.

The Dell monitor will definitely work with any updated Mac, which will use a
DVI connecter. The ADC connector is used by older PCs, which is the only
reason its still available for the Dell.
