Just wondering if someone can please give me a brief overview of what I need to do and turn on or download in order to transfer files from a G4 17" Powerbook running 10.4.8, to a Windows XP desktop. The Windows machine isn't wireless enabled as far as I know, so I presume I would connect them with
ethernet cable?

Yep, Ethernet cable.
More specifically it may need to be a crossover Ethernet cable as opposed to a 'straight' or 'patch' but increasingly 'normal' Ethernet cable. Crossover is for computer to computer, normal is for computer to hub/switch/router(modem[not dial up])*

Powerbooks do not need crossover, they will work with straight ethernet. One assumes this is true with MacBook and Pro, not sure as do not own one.
