Two things; Do as Jo recommended and reset the PRAM which is done by restarting and holding down; Apple + Option + P + R Hold it down until your hear the start beep for a second time, indicating it's onto its second boot.
It is related to the logic board and I've seen it occur on some old G3 iMacs but nothing more recent then that like your eMac. Once you have done this, see if has fixed the problem. If not try and open System Preferences and open 'Network'. In there you should see the list of network interfaces, which should only be Built-in Ethernet and Modem. What colour is the 'light' on the Ethernet, and what does the message say? Hopefully this will either fix the problem or give us an insight into why it's not working!
