Many thanks to those who responded on and off list with tips and
importantly, installers. After trying a variety of suggestions, the final
solution was a complete erase, then a 10.2 install followed by 10.3 upgrade.
I took this route because there was nothing crucial on the HD which couldn't
be replaced. Another victory for humans.
