Hi Ronni,
Have done the rebuild. At the end of that process the same alert came
up again before I tried to
open iPhoto. Then, I tried to start iPhoto and the "You can't open"
alert comes up preventimg iPhoto
from starting.

Hi Walter,
If you haven't copied any iPhoto Library folders from another
(newer) version, then your photo library likely has some minor
corruption.
1. Rebuild the photo database by starting iPhoto while holding the
shift+option keys.
2. Don't release them until you're prompted to confirm the intent to
rebuild.
3. Click "Yes", then click "Save".
Let us know if that corrects your problem please.
