I set my calendar on my iPhone to Singapore time zone. So both
computer and iPhone weeks start on a Sunday and sync OK.

The iPhone syncs your iCal from your computer, if it has Monday
as the start of the week, so will the iPhone.
You can change the 'Start Week on: Sunday, in iCal Preferences.
iCal > Preferences > General - "Start week on: Sunday
