Hi Callum, I think I may be able to explain what is happening here but it is only my best guess. My understanding is that photos in Photo Stream will remain on the iCloud server for 30 days to give all your devices a chance to sync. Each individual portable device will retain the 1000 most recent photos regardless of their age, and on your Mac you can configure iPhoto to retain Photo Stream photos indefinitely. A quick aside, I have iPhoto set to retain my Photo Stream and I strongly recommend that everyone do the same. This can be configured in iPhoto > Preferences > Photo Stream.
So you lost your main Mac, iPhoto repository and thus lost your continuous store of all Photo Stream photos. I could be wrong here but perhaps an iDevice Photo Stream contains the last 30 days photos in plus any any photos that were taken on that particular device whether they be older than 30 days or not. So at a guess, 294 of your photos where taken within the last 30 days and they are currently stored in iCloud and thus were restored to your Mac when you reactivated iCloud on your new install. Your iPhone has these 294 photos taken in the last 30 days plus all the other photos taken on your iPhone. This number would normally be trimmed to 1000, but since you have 844 photos in your iPhone Photo Stream, you have not yet hit that limit. So in principle your iPhone has all the photos ever taken on it (plus those taken on any device in the last 30 days). Lastly the iPad shares these 294 photos plus 188 other photos that were taken on the iPad itself. Again this number is less than 1000 so not photos have been lost.
