As for Macbook same as mine (except for size)
MacBook Pro (Retina, 13-inch, Early 2013)

He has signed in with Apple ID.

Not sure about prompts to questions when he signed in.
Can he re-do that somehow?

The problems seem to be with most Apple programs, Mail and App store.

Can't do anything in Safari

I will try the library cache removal. (can't right now am sick)
