Weird stuff. There were a few folders on my husband's Mac labelled Previous System...contains Library and System files. Since everything else apart from selected Mac software ie Safari, App Store and Mail was working, I deleted this folder and voila all is now working fine. Must have been some legacy something fouling it all.
