I specifically detailed the procedure to ‘ERASE & REINSTALL’ Sierra & ‘Perform 
Post-Installation Tasks and stated in RED

NOTE:  Make sure “iCloud Drive” in NOT activated! (unless you wish to use it; 
you can set it up at a later date if needed)

I don’t know how I could have been clearer with warning you about iCloud Drive!

You will now need to follow Peter’s advice to correct the situation.
